Passenger Rights in Turkey – SHY–YOLCU Regulation

What is SHY–YOLCU?

SHY–YOLCU is a regulation issued by the Directorate General of Civil Aviation (SHGM) that governs passenger rights in Turkey. It protects passengers in cases of flight cancellations, delays, or denied boarding on flights departing from or arriving in Turkey.

Who is covered?
 
You may be eligible under SHY–YOLCU if:
  • Your flight departs from Turkey (regardless of the airline), or
  • Your flight arrives in Turkey and is operated by a Turkish-registered airline.

What are your rights?

1. Right to Information:

Airlines must provide clear and timely information in cases of delays, cancellations, or changes to the flight.

2. Right to Assistance (in case of delays):

Delays of more than 2 hours: Complimentary food, beverages, and communication support
Delays of more than 5 hours: Right to ticket refund or re-routing
Overnight delays: Hotel accommodation and airport transfer

3. Denied Boarding (Overbooking):

Alternative flight arrangements
Financial compensation (in Euros)
Assistance and support services

4. Flight Cancellation:

Right to compensation (under certain conditions)
Option for an alternative flight or a full ticket refund
Assistance services

Exceptional Circumstances:

The right to compensation may not apply in cases of extraordinary circumstances, such as adverse weather conditions, security risks, or strikes.
